Roger St. Hilaire
Roger St Hilaire is an ICT Strategy and Governance Specialist with over 20 years experience in information systems design, development, implementation, and training. His current focus is Governance and Security in ICT to create auditable and repeatable innovation cycles in the business process for business growth.

Previously, Roger worked with various United Nations Agencies in the Caribbean. At the United Nations Development Program–Sub-Regional Resource Facility for the Caribbean (UNDP SURF), Roger developed and implemented an ICT Assessment Process for the UNDP Offices in the Caribbean. During his tenure there, he was part of the working group that provided ICT advice to member governments in the Caribbean.
At the United Nations ECLAC, he developed and implemented a training program to enhance the use of ICT in Library Systems and in the Agricultural Ministries in the Caribbean. This programme, along with others has allowed him to work with several governments across the region from Belize to Suriname. As part of the UNEP training team, he developed and delivered training programmes covering the use of ICT in a government organization, communication and information transfer and sharing for sustainability and information exchange, including content development.
Roger functioned as an ICT Consultant and later headed the Operations Unit- Enterprise Solutions Group at the National ICT Company Ltd. (iGovTT). His main task was the management and growth of the Government’s National backbone infrastructure which includes the provision of secure Internet, VOIP, e-mail, and various other services to all of Government. The network consists of 2 Data Centres and 500+ sites in various ministries and state agencies
He has been an active part of the world team that comments on COBIT 5 development. He is also a member of the Business Model for Information Security (BMIS) research group and a volunteer on the Certified in the Governance of Enterprise Information Technology (CGEIT) exam development team.
Roger has been a member of ISACA since 2008. Roger is a CGEIT, a designation which he was granted via the grandfathering provision in March 2009. He has been part of the ISACA Trinidad and Tobago Chapter’s Education Committee since 2009 and also serves on its Board as the Research Director & Funding and Academic Liaison. Roger is also a Licensed COBiT 4.1 & 5 Training Provider.
In November 2012, he conducted a five (5) day advanced course in Business Process Re-engineering with the Mauritius Telecom, Port Louis, Mauritius.
